Scalr is a remote operations backend for Terraform and OpenTofu providing state management, run execution, OPA policy enforcement, cost estimation, drift detection, and a private module registry under a unified organizational hierarchy. The hierarchy (accounts → environments → workspaces) models organizational structures and applies RBAC and policy inheritance from top-level accounts down to individual workspaces.
Scalr AI (launched June 2025) is embedded in the run interface: when a plan fails or an OPA policy blocks a run, Scalr AI reads the failure context and provides a plain-English explanation and suggested fix inline, without a separate chatbot tab.
Terraform and OpenTofu only; no Pulumi, Ansible, or CloudFormation. Free tier: up to 5 workspaces. AI features require Enterprise.
