Scalr is a Terraform and OpenTofu backend with embedded Scalr AI for run troubleshooting.
Scalr provides remote runs, state management, cost estimation, OPA policy enforcement, drift detection, and a private module registry behind a unified hierarchy. Scalr AI (June 2025) sits inside the run UI and explains plan failures, OPA policy violations, and remediation paths in natural language, in context, rather than as a separate chatbot tab.
Who it's for. Platform teams of 5 to 30 engineers needing a Terraform/OpenTofu control plane with strong policy enforcement and AI-assisted troubleshooting of failed runs. Scenario: a developer opens a PR that creates a public S3 bucket, Scalr runs the plan, OPA blocks it under the no-public-buckets policy, and Scalr AI rewrites the rejection as a plain-English explanation with the exact line and a suggested fix.
Tradeoffs. Terraform and OpenTofu only; no Pulumi, Ansible, or CloudFormation. AI features require the Enterprise tier. OPA carries a learning curve for teams new to policy-as-code. Compared to Spacelift, Scalr has deeper OPA integration but narrower IaC language coverage.
